Today’s conventional wisdom is that the Great War attuned the world to large-scale slaughter, that post-war efforts directed by the Treaty at Versailles were botched, that unbridled new nationalisms made the Second World War inevitable.
 
This provocative book refutes such interpretations, arguing instead that the first two decades of the twentieth century—and the First World War in particular—played an essential part in the construction of a peaceful new order on a global scale. Historian William Mulligan takes an entirely fresh look at the aspirations of statesmen, soldiers, intellectuals, and civilians who participated in the war and at the new ideas about peace that were forged. While the hope for ultimate peace may have legitimized and even intensified the violence of the war, it also broadened conventional ideas about international politics and led to the emergence of such institutions as the League of Nations and the International Labour Organization. The experience of the First World War reinforced humanitarian concerns in political life and focused attention on building a better and more peaceful world order, Mulligan shows. Such issues resonate still in the political and diplomatic debates of today.

A Thought Provoking Book

'Dr. Mulligan (University College Dublin) presents a simple thesis, that despite the horrific violence and its terrible bloodshed, World War I was vital to the evolution of the largely peaceful Europe that emerged in the aftermath of the Second World War. Reduced to the barest bones, the war discredited the ‘balance of power’ notions of preserving peace and stability, inspiring thinking about maintaining peace which led to interwar efforts at collective security, and then, in the aftermath of World War II to the formation of an increasingly integrated Europe, by leaders who experienced the wars at first hand. Mulligan examines closely the causes of war and attempts at peacemaking in Europe from 1911 through 1925. He opens with a look at the European state system on the eve of series of wars that began in 1911 and continued until 1925. Mulligan examines how the little wars helped lead to the outbreak of the Great War and the very nearly continuous efforts to restore a peace. He then discusses how the Great War ended, the Versailles settlement, followed by more “little wars” spawned by the Great War which continued into the mid-1920s, until a general peace was restored. Mulligan’s argument may not convince some students of war and peace, but it is an essential read anyone seriously interested in the subject.'

The Great War for another, greater war

This was one of five books I read on the Great War during 2014, the 100th anniversary of its start. I found Mulligan's premise interesting: he contends that WWI was not an unmitigated disaster, that it in fact laid the foundations of the multi-national organizations that evolved into those that underpin the world’s ability to resolve conflicts and avoid similar catastrophes today. U.S. President Woodrow Wilson, with his fourteen points, was the driving force behind much of this. The only problem with Mulligan's argument is that in reality it took another (arguably worse) world war to get those institutions, or their successors, to the point where they seemed to function more or less as intended. And some might content that "more or less as intended" is still about the best that can be said of them. Overall, I found this book did not hold my interest as readily as Thomas Otte’s "July Crisis" or Christopher Clark’s "Sleepwalkers". Mulligan's writing style is a bit repetitive and ponderous and I can't recommend this work anywhere nearly as highly as the latter two.
